Researchers and city teams can publicly preregister a civic experiment before launch — committing in advance to the design, sample, primary outcome, and analysis plan. Preregistration is what separates evidence-based policy from policy that merely cites evidence. Once results are reported, the preregistration becomes a registry entry.
